...The Worlds Welfare Works Association has chosen two of its most academically challenged agents, Kei and Yuri, as the new Lovely Angels. The original duo was disbanded after one of the members was killed and the other disappeared. One night, Kei is approached by a man on the street who is on the run from some people. He gives her a disk and leaves. Soon, a chase ensues after Kei. Yuri then joins up with her. The two girls are trying to get this disk back to the 3WA, but EVERYONE is after them. Finally, after many mishaps and a few explosions, the Lovely Angels reach home base. The Lovely Angels have a war ahead of them so they need all the training and weaponry they can get. But who is this Flare woman? She is some stealthy assassin that Kei has become obsessed with. Does she have some clue about the whereabout of the original Lovely Angel?
